Baby food recalled

Gerber Baby Food Recalls 2021-2023: What Happened?

Overview

Did you know that exposure to toxic heavy metals can significantly affect your baby’s brain development? It could lead to a decrease in IQ and possible antisocial behavior in young children. (1)(2)

What’s alarming is that as much as 95% of baby food products from some of the most popular brands in the U.S. contain significant levels of mercury, lead, arsenic, and cadmium. (3)

In tests commissioned by HBBF (Healthy Babies Bright Futures), toxic heavy metals were found in 95% of the 168 commercial baby foods tested. Many were at dangerous levels, higher than the limits set by the FDA (U.S. Food and Drug Administration). (3)

Last February 2021, the Subcommittee on Economic and Consumer Policy of the U.S. Congress released a detailed Congressional Report on toxic products prepared by seven popular baby food companies. (4)

What were the Subcommittee’s findings, and how did the companies respond? Which products contained high levels of toxic heavy metals?

Gerber Products Company was among the baby food manufacturers listed in the report. Over the years, Gerber had issued some baby food recalls. But did the new report lead to a recall of the affected Gerber baby foods?

In January 2023, in response to public clamor, the FDA announced that they’re proposing limits on lead in baby food. They’re also creating a new food safety unit.

Subcommittee Congressional Report On Toxic Baby Foods

What Baby Food Has Toxic Metals?

The Subcommittee asked the following baby food manufacturers to submit test results of the products that reportedly have high levels of toxic heavy metals: (4)

  • Nurture, Inc. (HappyBABY and Happy Family Organics)
  • Beech-Nut Nutrition Company (Beech-Nut)
  • Hain Celestial Group, Inc. (Earth’s Best Organic)
  • Gerber Products Company
  • Campbell Soup Company (Plum Organics)
  • Walmart Inc. (Parent’s Choice)
  • Sprout Foods, Inc. (Sprout Organic Foods)

Of these seven companies, only Gerber, Nurture, Hain, and Beech-Nut submitted their test results and internal standards or testing policies to the Subcommittee. (4)

Walmart, Sprout, and Campbell refused to cooperate, according to the Congressional Report. (4)

However, despite complying with the request, the four companies alarmed the Subcommittee over test results that showed heavy metal levels were several times the FDA’s maximum allowable levels. (4)

Join Motherhood Community.

FDA maximum limits in ppb or parts per billion for infant rice cereal: (5)

  • 100 ppb inorganic arsenic

FDA maximum limits in ppb for bottled water:

  • 5 ppb cadmium
  • 5 ppb lead
  • 10 ppb inorganic arsenic

EPA (Environmental Protection Agency) maximum limit in ppb for drinking water (also applies to food):

  • 2 ppb mercury

The Subcommittee was alarmed that the companies didn’t correct the heavy metal levels in their raw materials and finished products. Instead, these baby food companies created internal standards with increased limits. (4)

According to their new reports, these companies’ finished products passed because they have higher limits for their internal standards. Yet, the actual results are still several times higher than the FDA standards.

Why Is Gerber Not Good For Babies?

The state of Alaska independently tested Gerber baby food products and found dangerously high levels of inorganic arsenic in their infant rice cereals.

The second Congressional report on baby food revealed that despite Alaska’s test results Gerber failed to notify the public and also failed to pull those products from the market.

As head of the congressional subcommittee, Congressman Raja Krishnamoorthi states:

My Subcommittee’s investigation has pulled back the curtain on the baby food industry, and each revelation has been more damning than the last.

I’ve released a new report on toxic metals in baby food, including popular brands such as Gerber’s Infant Rice Cereal products containing dangerous levels of inorganic arsenic.

We trust these companies with our babies, and they have failed us.

The following are the affected baby food products, based on test results submitted by the companies or third-party organizations: (4)

Gerber Products Company

The company declared to the Subcommittee that it doesn’t test the finished products for heavy metal content. Only the raw materials are tested. (4)

Mercury:

  • The company doesn’t test for mercury.

Inorganic Arsenic:

  • Up to 90 ppb in ingredients from rice flour (67 batches)

Lead:

  • Up to 48 ppb in ingredients from sweet potatoes

Cadmium:

  • Over 5 ppb in 75% of ingredients from carrots
  • Up to 87 ppb in some tested carrot batches
  • The company doesn’t test the other raw materials or ingredients for this heavy metal.

Nurture, Inc. (HappyBABY And Happy Family Organics)

Of all the baby food manufacturers in the Congressional Report, only Nurture regularly tests ingredients and finished products for heavy metals.

Despite the high levels of heavy metals in their finished products, Nurture admitted that the test results aren’t used as a basis for product release. (4)

In response to the investigation, the company wrote to Subcommittee Chairman Raja Krishnamoorthi that heavy metal testing is only done for its internal monitoring program under the company policy. It sold all the tested items, whether they passed or failed. (4)

Mercury:

  • Up to 9.8 ppb in the finished product (Banana Sweet Potato)
  • Up to 10 ppb in the finished product (Brown Rice Cereal Canister)

Inorganic Arsenic:

  • Up to 100 ppb for over 25% of Nurture finished products
  • Up to 160 in Strawberry & Beet Puffs
  • Up to 160 in Banana & Pumpkin Puffs
  • Up to 180 ppb in Apple & Broccoli Puffs

Lead:

  • Up to 10 ppb for close to 20% of Nurture vegetables and rice products
  • Up to 560 ppb in Multi-Grain Cereal Canister
  • Up to 641 ppb in  Blueberry Purple Carrot

Cadmium:

  • Up to 5 ppb in 65% of Nurture baby products
  • Up to 36 ppb in Strawberry Raspberry
  • Up to 49 ppb for Multi-Grain Cereal Canister

Beech-Nut Nutrition Company (Beech-Nut)

According to the Congressional Report, Beech-Nut declared that all its raw materials passed internal standards. But the company had set very high internal maximum levels, so the ingredients actually failed government regulations. (4)

Mercury:

  • The company doesn’t test for mercury.

Inorganic Arsenic:

  • More than 300 ppb in additives used in various products
  • Up to 913.4 ppb in raw materials

Lead:

  • Up to 886.9 ppb in raw materials

Cadmium:

  • Up to 344.55 ppb in raw materials

Hain Celestial Group, Inc. (Earth’s Best Organic)

According to the Subcommittee report, Hain admitted that it’s only using “theoretical calculations,” not actual test results. (4)

Mercury:

  • The company doesn’t test for mercury

Inorganic Arsenic:

  • Up to 129 ppb in finished products
  • Up to 309 ppb in ingredients

Lead:

  • Up to 352 ppb in a vitamin premix (raw materials)

Cadmium:

  • Up to 260 ppb in ingredients

Campbell Soup Company (Plum Organics)

According to the Subcommittee, the company provided them with a report declaring that each of the finished products “meets criteria. ”

But the company reportedly refused to provide their actual test results or internal standards and criteria.

The following results are based on data from the Healthy Babies Bright Futures report, instead: (3)

Mercury:

  • Less than 0.142 ppb in Just Sweet Potato Organic Baby Food

Inorganic Arsenic:

  • Up to 3.1 ppb in Just Sweet Potato Organic Baby Food

Lead:

  • Up to 5.6 ppb in Just Sweet Potato Organic Baby Food

Cadmium:

  • Up to 2.3 ppb in Just Sweet Potato Organic Baby Food

Walmart Inc. (Parent’s Choice)

Walmart didn’t submit any test results to the Subcommittee. The following results are also from the Healthy Babies Bright Futures report, too: (3)

Mercury:

  • Up to 0.941 ppb in Little Hearts Strawberry Yogurt Cereal Snack
  • Up to 2. 05 ppb in Organic Strawberry Rice Rusks

Inorganic Arsenic:

  • Up to 56.1 ppb in Little Hearts Strawberry Yogurt Cereal Snack
  • Up to 108 ppb in Organic Strawberry Rice Rusks

Lead:

  • Up to 5.2 ppb in Little Hearts Strawberry Yogurt Cereal Snack
  • Up to 26.9 ppb in Organic Strawberry Rice Rusks

Cadmium:

  • Up to 26.1 ppb in Little Hearts Strawberry Yogurt Cereal Snack
  • Up to 2.4 ppb in Organic Strawberry Rice Rusks

Sprout Foods, Inc. (Sprout Organic Foods)

According to the Congressional Report, the company never responded to the Subcommittee. The following results also come from the Healthy Babies Bright Futures report: (3)

Mercury:

  • Up to 1.31 ppb in Organic Quinoa Puffs Baby Cereal Snack – Apple Kale.

Inorganic Arsenic:

  • Up to 107 ppb in Organic Quinoa Puffs Baby Cereal Snack – Apple Kale.

Lead:

  • Up to 39.3 ppb in Organic Quinoa Puffs Baby Cereal Snack – Apple Kale.

Cadmium:

  • Up to 41.5 ppb in Organic Quinoa Puffs Baby Cereal Snack – Apple Kale.

What Are The Safest Baby Food Brands?

The following are some healthy alternatives to the unsafe products in the report:

  • Serenity Kids
  • Yumi (subscription-based)
  • Little Spoon (subscription-based)
  • Once Upon A Farm

Instead of worrying about food recalls, preparing fresh and organic baby foods at home might be a good idea.

You can buy a baby food maker set such as the Baby Brezza Small Baby Food Maker Set – Cooker and Blender in One or use the appliances you already have in your kitchen in preparing your baby’s food.

Note that rice and rice flour can have high levels of cadmium, lead, and arsenic. It’s best to avoid preparing these foods for your baby.

Healthier alternatives include:

  • Bananas
  • Apples
  • Grapes
  • Hard-boiled eggs
  • Yogurt
  • Peaches
  • Barley with diced vegetables
  • Quinoa
  • Whole or puréed fruits

Sweet potatoes and carrots can also have high levels of lead and cadmium. But they are important sources of vitamin A and other nutrients.

You’ll still need to include these foods in your child’s diet, but make sure they aren’t taken in excess. (3)

Baby Food Safety Act Of 2021

There are so many possible contaminants and harmful ingredients in our food supply. Some of these are from pesticides.

Because heavy metals and other contaminants could greatly affect babies’ body and brain development, Consumer Reports and the US PIRG (Public Interest Research Group) call for the passing of the Baby Food Safety Act of 2021. (6)

If this passes into law, baby food manufacturers will be required to test and disclose their test results to regulators and parents.

The law will also direct the FDA to adopt and implement stricter limits for baby foods.

Consumer Reports and the AAP (American Academy for Pediatrics) call for further changes: (4)

  • Lowering inorganic arsenic maximum levels to 3 ppb in all baby foods; the current FDA and EPA limit is 10 ppb.
  • Lowering maximum cadmium limits to 1 ppb in fruit juices; the current FDA limit is 5 ppb.
  • Lowering maximum lead limits to 1 ppb in all baby foods; the current FDA limit is 5 ppb.

Healthy Babies Bright Futures also calls for baby food companies to set a goal of zero inorganic arsenic and lead levels in all baby food products.

Was Gerber Recalled In 2021?

Despite being included in the Congressional Report, no Gerber baby food recall was issued afterward.

The rest of the baby food manufacturers mentioned in the report didn’t issue a recall as well.

To date, only the following Gerber products have been recalled:

Gerber Cheese Ravioli Pasta Pick-Ups (2017)

Back in 2017, Gerber Cheese Ravioli Pasta Pick-Ups were recalled, but not because of heavy metals.

  • Date Recalled: March 08, 2017
  • Reasons For Recall: Undeclared egg components (allergens) on the product label. (7)
  • Affected Products: UPC (Universal Product Code) 159070
  • Return or Refund Processing: Call 1-800-510-7494

Gerber Organic 2ND FOODS Pouches (2016)

  • Date Recalled: March 24, 2016
  • Reasons For Recall: Packaging defects that may result in product spoilage during handling and transport. (8)
  • Return or Refund Processing: Call 1-800-706-0556

Affected Products: (8)

  • Carrots, Apples & Mangoes; with best before dates: July 13, 2016 (batch 51955335XX), and July 14, 2016 (batch 51965335XX)
  • Pears, Carrots & Peas; with best before dates: July 12, 2016 (batch 51945335XX), and July 13, 2016 (batch 51955335XX)

Baby Food Recall (News & Updates)

FDA Plans To Create New Food Safety Unit

Update: February 2, 2023

The FDA proposes the creation of the Human Foods Program, a new food safety unit that will focus on the importance of nutrition. According to FDA Commissioner Dr. Robert Califf, the new deputy commissioner for human foods will have clear decision-making authority, ensuring the US food supply’s safety. (9)

The new unit will also be tasked to improve US nutrition to address the declining life expectancy, possibly due to chronic diseases linked with poor nutrition. (9)

FDA Proposes New Lead Limits On Baby Foods

In response to public outcry, the FDA proposes new lead level limits for baby food, applicable for children under two years old: (10)(11)

  • Lower than 10 ppb (parts per billion) in fruits, meat, yogurts, most vegetables, custards and puddings, and mixed meals (includes grain and meat-based mixtures)
  • Maximum of 20 ppb in dry infant cereals and also in root crops (such as sweet potatoes, beets, and carrots) because they grow underground and potentially absorb more lead from the soil

Although the FDA estimates that these can reduce young children’s lead exposure by 24-27%, baby food safety advocates like Healthy Babies Bright Futures and Consumer Reports hoped for stricter measures. (10)(11)

They’re pointing out lead’s serious impact on children’s health, including reduced IQ, neurological and developmental impairment, behavior problems, and ADHD (attention deficit hyperactivity disorder).

They also want the FDA to address the other heavy metals detected in baby food, such as cadmium and mercury, which aren’t included in the agency’s new proposal. (10)(11)

Earth’s Best Organic Baby Food In Jars

The Earth’s Best Organic has been sued because they have high arsenic levels, lead, and other metals that can be dangerous for the baby’s health. There haven’t been official LOTs recalled from the company, but this matter still remains under deep investigation from the World Health Organization.

Brands like Beech-Nut, HappyBABY, Happy Family Organics, Gerber products, Parent’s Choice, Plum Organics and Sprout Organic Foods are also under investigation for this matter as well, so we’ll keep you posted on any news related in 2022.

February 2021 House Oversight Report on Baby Food Contamination

New reports are confirming similar findings to what we saw in 2020: Many top baby foods are contaiminated with heavy metals.

Specifically, new government reporting identifies:

  • Top baby food brands are tainted with high (dangerous) levels of “inorganic arsenic, lead, cadmium, and mercury“.
  • These manufacturers ROUTINLY IGNORE internal standards and protocals, continuing to sell these products with dangerously high levels of contamination.
  • By only testing the ingredients, manufacturers are effectively CONCEALING higher levels of metal in the FINISHED product.

Basically, big brands are getting away with skirting the rules at the expense of our kids!

Some of the baby food brands that are specifically cited are:

  • HappyBaby Organic (we previously reported on this in our 2020 update below)
  • Beech-Nut
  • Gerber
  • Earth’s Best
  • Plum Organics
  • Sprout Organic Foods
  • Parent’s Choice (WalMart Brand)

Recalls have not yet been issued, but we suspect this is more of a criminal / liability issue at this point and the FDA, other government bodies, will need to take proactive measures to hold these brands accountable.

Of note, some of these brands cooperated with the government and shared documents, but 3 companies did not! Time to name and shame WalMart, Sprout Organics Foods, and Plum Organics (recall 2015 under parent company is Campbell’s Soup)

What Can We Do?

  1. Contact your US elected officials to ensure they punish / hold these brands accountable
  2. AVOID rice-based baby products (rice grows in water, hyper absorbent of harmful substances)
  3. SWITCH to other grain based products (oatmeal, etc…)
  4. MAKE YOUR OWN baby food with whole, home processed ingredients
  5. Consider purchasing “freshly made organic” baby food from Yumi or Little Spoon.

  • The House Committe on Oversight and Reform Study
  • USA Today

A new recently released study from HealthyBabyFood.org has found that 95% of mainstream baby foods tested contained toxic levels of chemicals that can lower IQ in infants, including arsenic and lead.

The highest risk food groups include:

  • Many rice-based puff snacks
  • Teething biscuits and rice husks
  • Infant rice cereal
  • Fruit juices
  • Carrots and sweet potatoes

One clear area to avoid is obviously RICE-BASED products. We recently conducted an in-depth comparison of Rice vs Oatmeal Cereals and strongly came out in favor of oatmeal as the best option.

What Do You Do If Your Baby Food Has Been Recalled?

Firstly, don’t panic. Baby food product recalls in the US are generally done proactively. Most products, especially baby and toddler food products don’t get recalled because of the strict guidelines and safety standards in place.

Make sure to keep checking this list to get the latest recalls. Because baby and toddler food recalls are so rare in the US, this list will not get updated very frequently, but we’ll be on the lookout for any new recalls to tell you about and update the list as needed.

Follow the instructions in place of the recall. Most of the time getting your original purchase price back is fairly straightforward.

Throw out any products you find in your home that have been recalled. It’s always better to be safer than sorry when it comes to the safety of your little ones with a recalled product.

Food Safety Standards in the US

The US has very strict safety standards and guidelines, especially when it comes to baby and toddler foods and formulas. Parents should be assured that recalls are rare and that anything that hits the store shelves has had to go through strict food safety protocols, and rules.

The government offers some helpful baby and toddler food safety tips on their website. Here’s a breakdown of some of their tips to ensuring that your baby and toddler food preparations are on point.

Baby Food and Infant Formula Safety Tips

  • You can get our list of baby formula recalls here: Baby Formula Recalls.

Wash your hands.

  • Always wash your hands before you prepare baby food. It’s the most important thing you can do.

Check the packaging of commercial baby food before buying and serving.

  • For jars, make sure that the safety lid is down before serving. Any loss in suction could mean a bacterial contamination.
  • For plastic pouches — Look for packages that are leaking, swollen, or with loose lids. Discard any pouches that appear this way.

Never ‘double-dip’ with baby food.

  • Never store baby food in the fridge if the baby has been feeding of the container.
  • Don’t feed your baby directly from the baby food jar or container, instead portion out the amount you want to feed your baby in a small bowl to avoid cross-contamination.
  • Throw away any leftover food from the feeding bowl.
  • Don’t share spoons with your baby, or with other children.

Store baby and toddler food correctly.

  • Throw away out-dated foods.
  • Never leave open containers of liquid or pureed baby foods at room temperature for more than a couple of hours, harmful bacteria grows quickly in food left out at room temperature.
  • Baby food that has been opened container can only be stored safely in the fridge for 3 days.
  • If in doubt, throw it out.

VIEW / American babies deprived of baby food :: In the world

America plunged into an unprecedented crisis for her, affecting the most defenseless members of society - children. Millions of little Americans were left without specialized food; baby food is almost impossible to find in stores. New York has even declared a state of emergency because of this. What are the reasons for what is happening and why do American politicians remember about Ukraine because of this?

Just a few years ago, such news could only appear in the pages of a fantastic literary work or in the script of a disaster movie. But the rapidly changing world has accustomed everyone to the fact that the most impossible stories become reality. A few days ago, the mayor of New York, one of the largest cities on our planet with a population of over 18 million, signed a decree declaring a state of emergency on its territory.

The reason for this decision sounds shocking - the lack of baby food in the city. An even bigger shock for Americans for months now is that the lack of baby food is acutely felt throughout the United States. Americans are horrified to realize that their youngest fellow citizens lack the food they need to survive.

"The nationwide shortage of infant formula is causing unimaginable pain and anxiety to families across New York City, and we must act now," Mayor Adams said in a message to the city's residents. “The emergency order will give us the opportunity to crack down on any retailer who wants to capitalize on this crisis by driving up the price of this product. Our message to mothers and families struggling is simple: our city will do everything in its power to help you through this difficult time.

Fighting speculators under the introduced state of emergency, the authorities are threatening to act harshly. New York City Department of Consumer and Worker Welfare (NYDCWP) Commissioner Vilda Vera Mayuga is urging residents who notice significant increases in the price of, or illegal sales of, infant formula to immediately report them to the special short number 311. Explained that "overpriced" means a price that is 10% or more higher than what a resident of the city could have purchased a similar product in the period from 30 to 60 days before the declaration of a state of emergency. What measures will be taken against unscrupulous sellers, the department does not report.

New York was the first city in which the situation with a vital product required the introduction of such drastic measures as a state of emergency. However, the situation in the city and the state of the same name is not unique to America today - infant formula is not available in almost the entire country, having previously jumped in price by 40% by early April.

The shortage of baby food stocks that began in 2021 has reached critical levels this year in the states of Iowa, North and South Dakota, and Missouri. In Tennessee and Texas, out-of-stock rates are already in excess of 54% and continue to skyrocket thanks to the growing panic in the country. In another 26 states, more than 50% of stocks are already missing, while back in January 2022 out-of-stock was 23%.

But in February thunder struck. Abbott Laboratories, the world's largest baby food manufacturer, has suspended production and recalled a huge batch of infant formulas produced by it, known throughout the world Similac, because of the pathogenic bacteria found in them that are dangerous to children's health. The scandal took on such serious proportions after several children were hospitalized after drinking Abbott formulas. An investigation is currently underway into whether the deaths of at least two babies were related to the use of Abbott products.

It should be noted that the baby food market in the US is problematic due to its steady decline. According to US Census Bureau estimates released in March this year, in half of all states and almost three-quarters of all counties between July 1, 2020 and June 30, 2021, deaths exceeded births. Studying statistics with a longer time period of coverage is also disappointing for Americans - since the mid-2000s, the number of newborns has been declining every year, with the exception of a short-term surge in 2014.

At the same time, the US baby food market is virtually monopolized by several large manufacturers. Abbott, founded back in 1888, has been among the industry leaders for many years. Summing up the past year, Abbott Laboratories CEO Robert Ford called it "an outstanding year for the company." Indeed, the company's profits rose steadily, with a net income reported in the final report to investors of $7.07 billion.

With about 40% market share, along with Mead Johnson and Nestle, the company participates in the government's nationwide WIC program for women, babies and children. This program provides supplemental nutrition for expecting mothers, women who are breastfeeding from low-income families, and children under the age of five. It is also under this program that about half of all infant formula in the United States is sold.

The cessation of production of mixtures under the Abbott brand, therefore, did not hit the investors in the first place, who managed to share considerable profits. First of all, the most vulnerable categories of the population of the states - women, children and low-income families - became victims of the acute shortage of baby formula. American doctors are sounding the alarm - the number of food poisoning in infants is growing rapidly, as parents from poor families are trying to make substitutes for mixtures from dairy products in artisanal conditions. Obviously, no one controls the shelf life, sterility, and the very safety of the ingredients used for the digestion of children.

Parents facing the dreaded prospect of infant hunger are trying by all means to find an alternative to a product that is disappearing from the shelves. Within a few weeks, the flow of Americans back to Mexico was established - in this neighboring country of the United States, baby food has not yet become a shortage. Due to logistical and customs difficulties, it is not necessary to count on mass deliveries of the “formula” from Europe. There is no certainty that the EU countries, which continue to “shoot themselves in the foot” with the sanctions war, will be happy to share strategic reserves.

It is not known how long the FDA (US Food & Drug Administration) - the US federal agency responsible for product safety control in the sale of food and drugs - will deal with the elimination of Abbott's production problems: according to some forecasts, this will not happen before July. At the same time, realizing the scale of the crisis and the need to increase the supply of mixtures to the United States from abroad, the agency announced that until November 14 it will temporarily change its extremely strict rules and will consider the possibility of importing products of each manufacturer individually, at its discretion.

The Biden administration, extremely concerned about the proxy war with Russia and the process of creating new alliances against China, by all indications, does not yet fully realize the scale of the crisis that could erupt in connection with the current situation.

The steps taken so far have not brought a positive result, but rather, on the contrary, have caused even greater irritation of the Americans. Several hundred containers delivered by US military aircraft from the German Ramstein base, another strategic operation "Flying Baby Food" to deliver children's "formula" can only temporarily moderate the panic of parents and plug gaps in the food collapse.

The strategic solution to the problem lies on a different plane. The few congressmen who opposed the allocation of huge funds under the so-called Lend-Lease Act in defense of democracy in Ukraine also appealed to the US president to finally pay attention to him.

Georgia Republican Party member Marjorie Taylor Greene, voting against this adventurous project in Congress, told her colleagues and the president, “We have $40 billion, but no baby food for American mothers and babies. There is an unknown amount of money for CIA activities in Ukraine, but no food for American babies and mothers. There are $54 million in spending to fight COVID-19for Ukraine, but no food for American babies and mothers. There is $900 million for nonprofits in Ukraine, but no food for American babies and mothers. There is $8.7 billion in economic support and funding for Ukraine, but no food for American mothers and babies… The American people do not support paying for the constant US interference in the foreign affairs of other countries while our own government is ruining our country.”

Will the voices of hundreds of thousands of American women and mothers be heard if the threat of child hunger ceases to be an emergency within the boundaries of New York alone?

US will apply military measures to baby formula

Problems with baby food in the US provoked a recall of a large manufacturer of products from a plant in Michigan after four babies were infected with subsequent hospitalization / TANNEN MAURY / EPA/TASS

On May 18, the United Nations Children's Fund (UNICEF) warned that the situation with access to baby food, including medical food, is generally threatening around the world. According to him, the cost of life-saving food for children who suffer from malnutrition will increase by 16% against the backdrop of the situation in Ukraine. In the next six months, 600,000 children around the world may be left without the necessary treatment, according to UNICEF. We are talking about special mixtures of high-calorie pasta with peanuts, butter, sugar and nutrients.

The situation has become critical even in the USA. President Joe Biden on Wednesday, May 18, took emergency measures to facilitate manufacturers' access to ingredients for infant formula. The deficit was created due to a three-month suspension of production of this product by the leading company in the country's market and the fourth in the world - Abbott Nutrition after complaints of microorganism poisoning. To stabilize the situation with access to baby food, Biden applied the Defense Production Act (DPA), passed in 1950 against the backdrop of the Korean War.

The use of DPA will enable prioritized redistribution of raw materials for the production of baby food and will enable accelerated imports of US-standard products from abroad by US Department of Defense commercial contractor transport aircraft.

Biden turned to this law after a group of congressmen, both Democrats and Republicans, turned to him with the corresponding demand on May 17. The appeal was supported by both houses of Congress.

"Giving firms to prioritize and allocate production of key baby food ingredients will help boost production and speed up supply chains," the White House said in a statement. The US Department of Defense will use its commercial air freight contracts, "as it did to transport materials in the early months of the coronavirus pandemic," to transport products from facilities overseas. "Bypassing scheduled air travel routes will expedite the import and distribution of infant formula," the White House said in a press release. Previously, CNBC sources at the FDA (Food and Drug Administration) named Chile, Ireland, Mexico and the Netherlands as potential suppliers.

600,000 children around the world

could be left without needed treatment in the next six months, according to UNICEF

Baby food problems in the US prompted a recall by major manufacturer Abbott Nutrition of products manufactured at a plant in Sturgis, Michigan, in mid-February . This came after four infants were poisoned in a number of states after being infected with salmonella and the bacterium Cronobacter sakazakii and subsequently hospitalized, two of whom died. The FDA regulator had complaints about the production process at the company’s plant back in October 2021.

The FDA and the manufacturer launched investigations, with the regulator ordering a recall of all Similac PM 60/40, Similac, Alimentum, and EleCare brand blends that expired April 1, 2022. The company also had to suspend production for three months. No new cases of infection, with the exception of four in February, were recorded. On Monday, May 16, Abbott Nutrition reached an agreement with the FDA to allow production to resume at the Sturgis plant by hiring independent experts to ensure it is manufactured to approved standards. At the same time, the resumption of production does not promise to be fast. Abbott said it would take up to two weeks to reopen a Michigan facility and up to eight weeks for blends to be in stores across the US.

Abbott Nutrition, along with Mead Johnson Nutrition, Nestle USA, and Perrigo, are key US baby food manufacturers. During the first week of May, 43% of infant formula was out of stock and in stores across the US, according to Datasembly, a company that tracks retail data. This roughly corresponds to Abbott Nutrition's share of the US baby food market, according to USDA estimates. As of early 2022, Abbott Nutrition was also the world's fourth-leading baby food manufacturer, according to Industry Research.

DPA appeared in 1950 and since then has been repeatedly supplemented, continuing to operate until now. In general, the idea of the law is to give the President of the United States the right to require businesses to take actions that are necessary for national security, says Igor Slabykh, a lawyer practicing in the United States. And it is not only about military or economic security. Even such loose wording as "ensuring the national welfare" is also part of national security, Slabykh notes.

The lawyer recalled that since the beginning of the law, it has been applied about 50 times and this has been done by almost every US president. Both Donald Trump and Barack Obama applied the law immediately before Biden, Slabykh says. Trump used the law to demand priority production of ventilators early in the pandemic. Obama used the law to counter cyber threats from China. Biden himself has also already managed to use the law to increase the production of protective equipment that is used during the pandemic, as well as to produce a vaccine against COVID-19., says the lawyer.

The fact that Biden activated the Law on Defense Production speaks of an emergency situation, says Dmitry Suslov, Deputy Director of the HSE CCEMI. The shortage of milk formula is also associated with inflation - citizens simply sweep away the most important goods from the shelves. The problem of inflation is now of great concern to Americans, and it is precisely this that can become the main reason for the Democrats to lose in the midterm elections in November 2022, Suslov believes. In the fight against inflation, the Biden administration is failing, and it is no longer able to shift the arrows to Russia. Now Biden's rhetoric about "Putin's price increase" causes only irritation and laughter in the American public, the expert concludes.

In Russia, as Kommersant reported citing sources, in early March, a threat of a shortage of infant formula was recorded. According to the interlocutors of the publication, baby food manufacturers, in particular Nestle, notified retail chains about the depletion of raw materials. They attributed this to the failure of supplies from Europe. In parallel, demand, according to the sources of the newspaper, then jumped by 250%. At that time, problems had already arisen with powdered milk mixtures, as well as fruit puree, the sources of the newspaper say. On March 6, Tatyana Butskaya, Deputy Chairman of the State Duma Committee on Family, Women and Children, announced numerous complaints about rising prices for breast milk substitutes.

On March 17, Rosstat announced an increase in prices for baby food by more than 4% in the first week of March alone. The Federal Antimonopoly Service then explained the rise in prices by the cancellation of promotions by manufacturers, thanks to which mixtures could be bought at a discount of up to 50%. In March, according to Rosstat, prices for children's canned vegetables increased by 7.2-12%. In April, a significant increase in prices for baby food was recorded in certain regions, for example, in the Sverdlovsk region in the middle of the month they increased by more than 7%, according to the regional statistical office. At the end of March, baby food manufacturers (Gerber, Nan Optipro, Nestogen) warned of a possible increase in prices for their products in Russia by up to 20–30% due to logistics difficulties amid sanctions.

At the beginning of April, the newspaper reported on the emergence of another factor in the shortage of baby food. So, on April 11, Russia introduced tougher measures of veterinary control over the import of products into the country.

However, by the beginning of May, the growth rate of prices for baby food in Russia as a whole slowed down to a range of 1%.

Although there are supply chain and logistics problems that are common around the world, the problem with the shortage of baby food in the United States is a local issue related to the problems of American production, says Mikhail Burmistrov, CEO of Infoline Analytics. In Russia, the price pressure obviously remains, the expert agreed, in the segment of dairy products, prices for baby food are growing. But there is no systemic shortage of infant formula, except for the moments associated with those companies that limited the supply of certain brands to Russia, says Burmistrov. The March rise in prices was largely associated in Russia with massive rush demand amid panic due to anti-Russian sanctions in connection with the situation in Ukraine. Now, according to Burmistrov, it is not systematically visible that there is a sharp deterioration in the situation.
