Izvestia: baby food manufacturers say there is a risk of price increases due to labeling

The Rusbrand Association (which unites the largest manufacturers of consumer goods) proposes to suspend preparations for labeling canned baby food due to the risk of a 10% increase in prices for products. This was reported by the Izvestia newspaper on Wednesday, citing a letter from Rusbrand to the Ministry of Economic Development.

The Ministry of Industry and Trade intends to conduct an experiment on labeling canned meat, vegetables and fruits from May 1, 2022 to February 28, 2023. The department has formed a draft government decree. The Ministry of Economic Development is preparing an assessment of the proposals of the Ministry of Industry and Trade.
Business representatives emphasize in their letter that the labeling proposal was made against the backdrop of persistently rising prices for raw materials, packaging and transportation, as well as declining real disposable incomes of buyers. In addition, the letter says that the level of imports in the segment is about 25-30%. For foreign products, the Ministry of Industry and Trade has proposed more expensive technical solutions, which creates a high risk of a shortage of goods on the shelf.
The letter also says that the quality of children's food depends, among other things, on the packaging and condition of the container, on the conditions and terms of transportation. The application of identification tools, as well as operations that provide scanning, create risks - the rules of transportation and storage can be violated, which leads to a decrease in the quality of baby food and, as a result, to large losses.

The Ministry of Industry and Trade clarified to Izvestia that it is possible to objectively assess the amount of industry costs for the introduction of marking only during the experiment, the ministry told the newspaper. "An objective assessment of the industry's costs for the implementation of labeling is possible only during the experiment," the ministry stressed. "Many factors can influence the change in the cost of products, including rising prices for packaging materials, electricity, fuel, and logistics services."
