Free plastic bags familiar to most Ukrainian customers should disappear from retail establishments from December 10. Experts consider this only "the first step towards a circular economy."

Ukrainian consumers and merchants will have to change their habits - you can no longer pack goods in a thin plastic bag. On December 10, a law comes into force in Ukraine prohibiting the distribution of ultra-thin and thin plastic bags in retail, catering and services. Temporarily in circulation until January 1, 2023 will remain only ultra-thin bags, which are the primary packaging for fish, meat products and bulk products. Thicker plastic bags can only be sold, not given away for free. At the same time, their price will be set by the government.

Plastic: who does not change, he pays

The legislator has given time to adapt to the new rules. If over the next three months someone does not change their habits, then, starting from March, they will have to pay for the violation of the ban: the law provides for the introduction of fines from 500 to 1000 tax-free minimum incomes of citizens, and for repeated violation within three years - from 1000 to 2000. The gratuitous distribution of plastic bags allowed for use will be punishable by a fine of 100 to 200 non-taxable minimum incomes of citizens, and for a repeated violation - from 200 to 500 non-taxable minimum incomes (one such minimum is equal to approximately 38 euros. - Rev. ).

Responsibility for the disposal of used plastic bags rests with retail establishments, services and catering. From the beginning of the ban, they must dispose of them at their own expense.

The Ukrainian authorities hope that this restriction on the use of bags will help reduce the amount of plastic waste in Ukraine. According to the authors of the law, an average resident of the EU countries annually consumes up to 90 plastic bags, while at the same time, each Ukrainian consumes about 500. And only six percent of them are recycled.

Supermarkets are reorienting, sellers in the markets are at a loss

At the first stage, the restriction on the circulation of plastic bags will affect, first of all, retail chains and stores, where products and goods were often packed in ultra-thin bags free of charge for customers. "We have already begun to withdraw free packages from the trading floor," Elena Kaydashova, a supermarket manager at one of Kyiv's large retail chains, told DW. At the same time, she does not hide her dissatisfaction: "We do not have a law on waste management, and therefore it is easier for the state to ban plastic bags than to increase the culture of consumption and recycling."

In turn, sellers at agricultural fairs in the capital of Ukraine are at a loss. Many do not know how to replace the so-called "T-shirts", as traders call ultra-thin small plastic bags with handles. They complain about the lack of information and support from the state. “I heard on TV that we will be offered to switch to biodegradable bags. But a “t-shirt” costs 30 kopecks, and the same biodegradable bag costs a whole hryvnia,” a farmer from the Cherkasy region, who brought his goods to one of the fairs in Kyiv, explained to DW . Sellers of dairy products and pickled vegetables say they will encourage customers to bring their own utensils.

Plastic manufacturers prepare for change

Will plastic manufacturers be affected by legislative changes? Elena Kalinichenko, director of the Chernihiv Package plastic bag manufacturing company, says that not everyone will suffer losses. "The technology of our company allows us to produce both plastic and biodegradable bags. We can reorient our production even tomorrow," says Kalinichenko.

The ban on plastic bags is only the first step towards a culture of waste management and a circular economy in Ukraine, environmentalists say. The authors of the law on limiting the circulation of plastic bags noted that their motivation was the approximation of Ukraine to European standards for the consumption of polymers. "Chernihiv Package" is one of the three enterprises in Ukraine certified according to European standards. This facility produces biodegradable packaging from unsuitable for cooking organic raw materials. According to Kalinichenko, for the past three years, her company has been making bags of corn starch with impurities of monomeric compounds.

An ordinary plastic bag thrown into the trash will decompose in nature for the same hundreds of years as a biodegradable one. A biodegradable bag can decompose into an environmentally friendly substance in half a year only if it is buried in the ground for composting. Kalinichenko urges those who will use not biodegradable, but permitted polymer plastic bags with thick walls to adhere to three rules: if you can, don’t use it; if you use it, use it until it breaks, and then sort it and hand it over for recycling.
